[Situation on the game play]
1. CAND 2nd batter(No.21) made a hit(double).
2. Runner(No.21) requested timeout.
3. Referee didn't declare the timeout.
4. Runner left the 2nd base.
5. SS of Archers tag the runner.
6. Referee called 'Tag-out'.

 

[D&Bs argument]
1. Referee had not heard the 'timeout' request.  Refee had seen the action(rasing hands) but not understood it as time request
2. But, he had seen the tag by SS and called 'tagout'.
3. If referee didn't call 'timeout', runner should request 'timeout' again and wait for the referee's call.  This is the baseball rule.

 

[CAND argument]
1. Runner had requested 'timeout' very clearly.
2. Referee refuse the call 'timeout'.
3. Even if referee had not seen the runner's 'timeout', how could he see the tagout?
4. Or, referee probably refused calling 'timeout' due to unclear reason.  But, referee must call 'timeout' if player requests.
5. If referee could not see the runner's 'timeout' request, it was definitely referee's mistake.  So, 'tagout' call should be cancelled.

 

[D&Bs rasing issues]
1. In any cases, player cannot speak the abuse to the referees and do any action of violence.

 

[CAND rasing issues]
1. It's purely amatuer league.  Therefore, the game result should be resulted by the only playing, instead of some small mistakes.
2. In the game playing, arguing, swearing and being competitive can be allowed in Americal cultrue.
   But, after game, all players are trying to be friendly to all players in the other teams.
3. CAND is trying to make the balanced judgement for all games and to ignore some players bad-actions or small mistakes such as pitcher's bulk.
   But, some players protested very strongly or showed un-needed reactions.
   - The examples involved the other player's actions.  It can make another argument.  So, it's removed.

 

[Archer's opinon]
This is the situation from my view: 
- CAND No. 21, after sliding into second base, there was Archers No. 3 standing behind him. 
- No. 21 stepped off the base and was tagged. 
- He raised his hand to call for time, but Archers No. 3 tagged him before any signal from the referee. 
1. No. 21 should have stayed on the base, signaled for time, and waited for the referee’s approval. 
2. Archers No. 3 still had the ball, and since there was no signal from the referee, he continued to hold the ball and tag when he had chance.
3. Therefore, Archers player did proper action based on the referee's management.

 

[No.9's opinion]
1. It was caused by the referee's timeout call.
   Referee saw the 'timeout' request by the motion(raising hands) without verbal request.
   Eventhough there was no verbal request for 'timeout', the referee should accept the 'timeout' request if he saw it.
   It was the referee's mistake.
2. But, runner didn't confirm the referee's 'timeout' call and guessed referee would call 'timeout'.  It was also player's mistake. 
3. And, whatever happened, the player's bad reaction such as the abuse or throwing the base cannot be allowed.
4. We are speaking different languages.  So, there might be mis-understanding each other caused by very small things
   Everybody should act and speak carefully when he/she has any different opinion.

 

[League Management Group's Conclusion]
1. Referee's mistake : Referee should not refuse the 'timeout' request from a player without a proper reason.
2. Runner's mistake : Runner should confirm the referee's 'timeout' call before the leaving the base.
3. The problem of CAND's protest :
  (1) The league rules clearly state that a re-decision can be requested from the umpires by a team leader, but it seems that CAND did not request it.
  (2) Only one person representing the team is allowed to protest to the referee's judgement, but many the players ran out and protested.  It's not allowed for prevention any violent situation.
  (3) Players should not directly swear at the referee or throw objects in any cases.
4. CAND's mentioning regarding the culture difference :
  (1) To solve the cultural difference, all members should respect each others. 
  (2) Especially in the league started by Korean team, the abuse or any  violence are not alloweded. 
  (3) Therfore, players of CAND also must accept this culture to play together.  
  (4) In any culture, the action like last match cannot be allowed.

 

[League Management Group's Decision]
No penalty for all.
And mutual appologies between refees and players.
But, if we judge who made bigger mistake or wrong action, definitely CAND player's action was more wrong.
So, referees accpet their mistake and players should appologize for their speaking and action in the field.
Also, CAND should promise no more same situation.

From now on, to prevent any same situations and to make the correct action for any same cases, 

the referees and the recorder should manage the game and make a decision strictly and immediately according to the League Regulation below.

 

3. League Game Management

(12) An objection to the referee's decision can only be made by the team leader or the representative of the team.       In this case, the decision is made by agreement of the referees and the recorder.      If other player makes an objection individually, the referee can give a warning for the 1st case and order leave the field for 2nd case.

[D&Bs의 주장]
1. 심판은 주자의 타임 요청을 듣지 못했음, 타임 요청 액션은 타임요청으로 이해하지 못함
2. 그러나 유격수의 태그아웃은 확인했음
3. 만일 타임을 요청했는데 심판이 타임 콜을 하지 않는 경우, 주자는 재차 요청하고 타임 콜을 기다려야 함. 이게 경기의 규칙임

 

[CAND의 주장]
1. 주자는 매우 명확하게 타임을 요청했음
2. 심판이 타임을 선언하지 않았음
3. 만일 타임 콜을 보지 못했다면, 어떻게 태그아웃은 확인할 수 있는가?
4. 또는 심판이 불명확한 이유로 타임을 받아들이지 않았다고 봄.  그러나, 심판은 선수의 타임 요청에 반드시 응해야 함.
5. 만일 선수의 타임 요청을 심판이 보지 못했다면, 이는 명백히 심판의 실수임.  따라서, 태그아웃 콜도 취소되어야 함

 

[D&Bs의 문제 제기]
1. 어떠한 경우에도 선수는 심판에게 욕설이나 어떤 폭력적인 행위도 해서는 안 됨.

 

[CAND의 문제제기]
1. 이건 순수한 아마츄어 리그임.  따라서, 경기 결과는 경기 중의 사소한 실수는 배제되고 플레이로만 결정되어야 함
2. 경기 진행 중의 과도한 흥분, 욕설 또는 경쟁적인 입장이 되는 것은 미국적인 문화에서는 용인될 수 있는 행동임
   단, 경기 이후에는 모든 선수들은 다른 팀의 선수들과 우호적인 관계를 위해 노력하고 있음
3. CAND는 균형잡힌 판정을 위해 노력해왔고, 선수들의 작은 실수는 항의는 무시하려고 노력해왔음
   그러나, 몇몇 선수들은 매우 강한 이의 제기나 불필요한 반응들을 보인 적이 있음
   - 여기서 CAND가 예를 든 경우는 특정 선수가 언급되고 있어, 불필요한 추가적 분쟁을 피하고자 위원장이 임의로 제외하였습니다. 

 

[Archer's opinon]
Archers 관점에서의 상황 설명
- CAND의 No.21이 2루에 슬라이딩으로 도달했고, Archers의 No.3이 그 뒤에 있었음
- 2루의 주자가 베이스를 벗어났고 수비수에 의해 태그되었음
- 2루 주자는 손을 들어 타임을 요청했으나, 베이스를 떠났고, 심판의 타임 콜 전에 수비수에 의해 태그되었음
1. 2루 주자는 심판의 타임 콜을 기다렸어야 함
2/3. Archers의 수비수는 심판의 콜이 없었고 주자가 베이스를 떠났기 때문에 태그를 시도했고 정상적인 플레이였음

 

[No.9's opinion]
1. 이슈 상황의 발단이 타임 콜입니다. 
   타임 요청이 구두 요청은 없었고 행동은 확인했다고 하셨는데 
   구두 요청이 없더라도 타자주자와 심판이 컨택이 있던거 같고 안 받아 준 거에 대해서는 잘못된 부분이 있는거 같습니다.
2. 당연히 받아 줄거라 생각했겠지만 심판의 콜을 확인 못한건 선수의 잘못이라 생각됩니다. 
3. 위 상황과 별개로 욕설 및 루를 던지는 행위에 대해서는 제재가 있어야 된다고 생각합니다.
4. 서로의 언어/문화가 다르다 보니 사소한거에도 오해가 생깁니다.  서로서로가 오해 안생기게 언어 표현/행동에 대해 신중해 졌으면 좋겠습니다.

 

[League 운영진의 결론]
1. 심판의 실수 : 타임 요청은 정당한 이유 없이 받아들이지 않아선 안 됩니다. 
2. 주자의 실수 : 타임 전에 루를 떠난 것은 명백한 주자의 실수입니다. 
3. CAND의 항의 방식 : 
  (1) 리그 규정에서는 명백하게 심판의 합의 판정을 요구할 수 있습니다만, 요구하지 않은 것으로 보입니다. 
  (2) 팀을 대표하는 1명만 심판에게 항의하도록 되어 있습니다만 선수들이 모두 뛰어 나와서 항의를 했습니다. 
  (3) 선수는 어떤 경우에도 심판에게 직접 욕을 하거나 기물을 집어 던져서는 안 됩니다. 
4. 문화 차이에 대한 CAND의 언급 :
  (1) 문화이 차이의 극복은 서로간의 존중에서 시작합니다. 
  (2) 특히 한국팀들이 주최로 시작된 이 리그에서는 상호비방이나 과도한 언사는 허용하지 않는 것 또한 문화입니다. 
  (3) 따라서, CAND의 선수들은 이 문화를 받아들이고 경기에 임해야 합니다.  
  (4) 어떠한 문화에서도 심판에 대한 지난 번과 같은 항의는 용납될 수 없습니다.  

 

[League 운영진의 결정]
구두 경고 및 상호 사과로 마무리 하면 좋을 것 같습니다.
다만 잘못한 정도에 있어서는 CAND 측의 무리수가 더 컸다고 생각하기 때문에, 심판진들은 실수를 인정하는 수준으로 하고 CAND는 잘못한 언행에 대한 사과 및 재발방지 약속이 되어야 합니다. 

향후, 유사 상황 발생을 방지하고 상황 발생 시에 그에 대한 대처를 명확히 하기 위해 심판진은 아래 리그 규정을 명확히 이해하고 명문화된 그대로 운영할 것을 지시합니다.  

 

3. 리그 경기의 운영

(12) 심판 판정에 이의 제기는 감독 또는 당일 팀의 대표자에 한하여 가능하며, 이 경우 심판 및 기록의 합의에 의해 판정한다.       그 이외의 선수가 항의하는 경우, 심판은 1차 경고, 2차 퇴장을 명할 수 있다.
